J&K Finance Minister A.R. Rather appointed New Chairman of GST Panel

Abdul Rahim Rather, the Finance Minister of Jammu and Kashmir on 21 July 2013 appointed as the new Chairman of GST Panel by the Empowered Committee of States’ Finance Ministers on GST.

Abdul Rahim Rather preceded Sushil Kumar Modi who had resigned from the post after a split in the JD (U)-BJP Government in Bihar, in which he was the Deputy Chief Minister and the Finance Minister.

The name of Abdul Rahim Rather’s was proposed by Delhi Chief Minister Sheila Dixit who herself hold’s the Finance portfolio.

Now, Abdul Rahim with his appointment will perform the dreadful task of pursuing the proposed new indirect tax regime under the Goods and Services Tax (GST), which will subsume excise, service tax and local levies.

It is important here to note that the Standing Committee on Finance had finalised its views on the GST Bill, on 20 July 2013 which was introduced in Parliament in 2010. The report would be now tabled in the parliament during its Monsoon season that is scheduled to begin from 5 August 2013.

The Bill is directed towards conferring simultaneous power on Parliament as well as the State Legislatures, including every Union territory with a legislature, for levying goods and services tax on every transaction of supply of goods or services or both.
