<br />
<div style="text-align: justify;">
<span style="font-family: Arial, Helvetica, sans-serif;">NASA in November 2013 released a natural-color image of Saturn from space, the first in which Saturn, its moons and rings, and Earth, Venus and Mars, all are visible. The panoramic mosaic of the majestic Saturn system was taken by Cassini Spacecraft of the NASA. It shows the view that can be seen by the human eyes. It was unveiled at the Newseum in Washington on 12 November 2013. </span></div>
<div style="text-align: justify;">
<span style="font-family: Arial, Helvetica, sans-serif;"><br /></span></div>
<span style="font-family: Arial, Helvetica, sans-serif;"><div style="text-align: justify;">
To create the panorama, the image team of Cassini processed 141 wide-angle images. The image sweeps 404880 miles across Saturn and its inner ring system, which includes Saturn rings out to the E ring, the second outermost ring of Saturn. </div>
</span><div style="text-align: justify;">
<span style="font-family: Arial, Helvetica, sans-serif;"><br /></span></div>
<span style="font-family: Arial, Helvetica, sans-serif;"><div style="text-align: justify;">
On July 19, people for the first time had advance notice a spacecraft taking the picture from planetary distance during the Cassini’s Wave at Saturn campaign. During the campaign, NASA invited public to celebrate by finding Saturn in their part of the sky, waving at the ringed planet and sharing pictures over the internet. </div>
</span><span style="font-family: Arial, Helvetica, sans-serif;"><div style="text-align: justify;">
</div>
</span><span style="font-family: Arial, Helvetica, sans-serif;"><div style="text-align: justify;">
An annotated version of the Saturn system mosaic labels points of interest. Earth is a bright blue dot to the lower right of Saturn. Venus is a bright dot to Saturn’s upper left. Mars also appears, as a faint red dot, above and to the left of Venus. Seven Saturnian moons are visible, including Enceladus on the left side of the image. Zooming into the image reveals the moon and the icy plume emanating from its south pole, supplying fine, powder-sized icy particles that make up the E ring.</div>
</span><div style="text-align: justify;">
<span style="font-family: Arial, Helvetica, sans-serif;"><br /></span></div>
<span style="font-family: Arial, Helvetica, sans-serif;"><div style="text-align: justify;">
The E ring shines like a halo around Saturn and the inner rings, because it is tenuous and can be seen with the light shine from behind it. </div>

</strong><span style="font-family: Arial, Helvetica, sans-serif;"><div style="text-align: justify;">
Cassini Spacecraft was launched in 1997 and explored the Saturn system for more than nine years. NASA has planned to continue the mission through 2017 with the anticipation of many more images of Saturn, its rings and moons, along with scientific data. </div>
</span><div style="text-align: justify;">
<span style="font-family: Arial, Helvetica, sans-serif;"><br /></span></div>
<span style="font-family: Arial, Helvetica, sans-serif;"><div style="text-align: justify;">
The Cassini-Huygens mission is a cooperative project of NASA, the European Space Agency and Italian Space Agency. JPL, a division of the California Institute of Technology, Pasadena, manage the mission for NASA’s Science Mission Directorate in Washington. JPL designed, developed and assembled the Cassini orbiter and its two onboard cameras. The imaging team is based at the Space Science Institute, Boulder, Colo. </div>

<br />
<div style="text-align: justify;">
<span style="font-family: 'Trebuchet MS', sans-serif; font-size: 13px;">A report released in second week of November 2013 claimed that the world's oceans are becoming more acidic at an unprecedented rate. The oceans of the world are becoming hot, sour and breathless due to the impact of the greenhouse gases. As per the new report from scientists, the way those changes work together is creating a very serious outlook for global water. </span></div>
<span style="font-family: Trebuchet MS, sans-serif;"></span><br />
<div style="text-align: justify;">
<span style="font-family: Trebuchet MS, sans-serif;"><span style="font-size: 13px;"><br /></span></span></div>
<span style="font-family: Trebuchet MS, sans-serif;">
<span style="font-size: 13px;"></span></span>
<div style="text-align: justify;">
<span style="font-family: Trebuchet MS, sans-serif;"><span style="font-size: 13px;">The scientists from the International Biosphere Geosphere Programme said that the human emissions of Carbon Dioxide are the matter to be blamed. The human activities add 24 million tonnes of Carbon Dioxide to the World’s ocean every day. These emissions will have a profound effect on the chemistry of sea water. </span></span></div>
<span style="font-family: Trebuchet MS, sans-serif;"><span style="font-size: 13px;">
</span><div style="text-align: justify;">
<span style="font-size: 13px;"><br /></span></div>
<span style="font-size: 13px;"><div style="text-align: justify;">
The increasing acidity of the oceans is making the life of the marine organisms hard. The acidity is happening in the polar oceans at a higher speed, where the cold water holds the larger amount of CO2. The researchers and scientists claim that by the end of this century the acid effect would be global and scientists warn, at least 30 per cent of ocean species will be unable to survive.</div>
</span><div style="text-align: justify;">
<span style="font-size: 13px;"><br /></span></div>
<span style="font-size: 13px;"><div style="text-align: justify;">
The acidification of the ocean has increased at an unprecedented rate in the past 300 million years. The scientists have calculated that the world oceans have became 26 percent more acidic since 1880 due to the increase of carbon in the water. </div>

<br />
<div style="text-align: justify;">
<span style="font-family: 'Trebuchet MS', sans-serif;">The scientists from the National Institute of Standards and Technology
revealed in the third week of August 2013 that they created the most
precise clock of the world. The ticking rate of this clock varies less
than two parts in one quintillion, or ten times better than any clock in
the world. </span></div>
<span style="font-family: Trebuchet MS, sans-serif;"></span><br />
<div style="text-align: justify;">
<span style="font-family: Trebuchet MS, sans-serif;"><br /></span></div>
<span style="font-family: Trebuchet MS, sans-serif;">
<strong><div style="text-align: justify;">
<strong>Features of the most precise clock of the world</strong></div>
</strong><div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
•
The clock is made up of the element ytterbium. This element can be used
for technological advancements beyond the timekeeping. </div>
<div style="text-align: justify;">
• The clock can be used for various purposes such as checking temperature, navigation systems as well as magnetic fields. </div>
<div style="text-align: justify;">
•
The co-author of the study which revealed the clock, Andrew Ludlow
explained that the stability of this ytterbium lattice clock paves way
for other practical applications of high-performance timekeeping.</div>
<div style="text-align: justify;">
<br /></div>
<strong><div style="text-align: justify;">
<strong>Mechanism of the clock</strong></div>
</strong><div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The
mechanical clocks make use of the pendulum movement in order to keep
the time. The atomic clocks, on the other hand, make use of an
electromagnetic signal of light which is emitted at exact frequency,
which in turn moves the electrons in cesium atoms.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The scientists
built the ytterbium clocks by making use of around 10000 rare-earth
atoms which were cooled to 10 microkelvin (10 millionths of a degree
above absolute zero). These atoms were then trapped in the optical
lattice made out of laser light. </div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
Yet another laser ticks 518
trillion times per second and triggers the transition between two energy
levels in the atoms. The higher level of stability and precision of the
clock is because of the presence of larger numbers of atoms. </div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
In
order to extract best performance of any clock, the technicians need to
average the current US civilian time standard, the NIST-F1 cesium
fountain clock, for about 400,000 seconds (about five days). However, in
case of ytterbium clocks, the same result can be achieved in around one
second of averaging time.</div>

<div style="text-align: justify;">
<span style="font-family: Trebuchet MS, sans-serif;">The Union Cabinet of India on 22 August 2013 approved the amendments to the<em> Representation of the People Act, 1951.</em>
This is to negate the recent Supreme Court verdict on disqualification
of convicted legislators. The amendmentas were proposed by Ministry of
Law and Justice.</span></div>
<div style="text-align: justify;">
<span style="font-family: Trebuchet MS, sans-serif;">A proviso added to<em> sub-section (4) of section 8 of the Representation of the People Act, 1951 </em>states
that the convicted member shall continue to take part in proceedings of
Parliament or Legislature of a state but he or she shall neither be
entitled to vote nor draw salary and allowances till the appeal or
revision is finally decided by the court.</span></div>
<div style="text-align: justify;">
<span style="font-family: Trebuchet MS, sans-serif;">As per the amendment, a lawmaker would not lose his right to vote if
under arrest even for a short duration and thereby would retain his
right to contest a poll. A public representative will get 90 days time
to seek revision but on condition that a higher court-stay is obtained
against the conviction.</span></div>
<div style="text-align: justify;">
<span style="font-family: Trebuchet MS, sans-serif;">The Supreme Court of India in its verdict in July 2013 had struck
down a provision in the electoral law that protects a convicted lawmaker
from disqualification on the ground of pendency of appeal in higher
courts.</span></div>
<div style="text-align: justify;">
<span style="font-family: Trebuchet MS, sans-serif;">The Supreme Court had ruled that MPs or legislators will stand
disqualified from the membership of the house from the date of
conviction in a trial court for a period of over two years. It had held
Section 8 (4)-which allows a convicted lawmaker to remain in office till
the pendency of appeal - of the Representation of the People’s Act as
ultra vires.</span></div>
<br />
<div style="text-align: justify;">
<span style="font-family: Trebuchet MS, sans-serif;">This ruling could see several lawmakers in both parliament and state
assemblies lose their seats. Politicians had feared registration of
false cases by their rivals especially on the eve of an election. At an
all-party meeting held earlier, the parties had united in expressing
their dissent over the Supreme Court's ruling.</span></div>

<br />
<div style="text-align: justify;">
<span style="font-family: 'Trebuchet MS', sans-serif;">The Union Government on 21 August 2013 decided to set up a committee to
analyse the reasons behind the huge backlog in vacancies under reserved
categories.</span></div>
<span style="font-family: Trebuchet MS, sans-serif;"><div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
A 20-member committee headed by the Secretary,
Ministry of Social Justice & Empowerment, will suggest steps to
enhance the employability of reserved category candidates.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The
committee members are from various Central Government Ministries,
including Ministry of Home Affairs, Department of Personnel &
Training, Ministry of Human Resource Development, Ministry of Railways,
and the Union Public Service Commission and the Railway Recruitment
Board. The committee will submit its report within three months.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
An
analysis of data and consultation with various Ministries indicated
that lack of finishing skills or interview skills, less availability of
professionally qualified persons, less identification of posts for
persons with disabilities, dearth of professionally qualified persons,
especially in hearing-impaired category of disability, were some of the
reasons for less number of SCs, STs, OBCs and persons with disabilities
in the Government sector.</div>

of coloured strips will solve the major problem of refusal by auto
drivers at night as they will not be able to refuse to take passengers

<div style="text-align: justify;">
The decision was taken by
State Governmnet with various concerned departments and agencies
including Delhi Police and Delhi Integrated Multi Modal Transit System.</div>
<div style="text-align: justify;">

Once
the colour coding comes into effect, autos of a particular zone will
not be able to turn away passengers wishing to travel to the area in the
night.</div>

suicide, while at the same time, making affordable mental health care a
right for everyone. </span></div>
<span style="font-family: Trebuchet MS, sans-serif;"><div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
It is important to note that this is the
first time in history of criminal law reforms in India that the Mental
Health Care Bill, 2013 offers to decriminalise acts of suicide by
associating it with the state of mental health of a person who attempts
suicide. </div>
<div style="text-align: justify;">
<br /></div>
<strong><div style="text-align: justify;">
<strong>Features of the Mental Health Care Bill, 2013</strong></div>
</strong><div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
• The Mental Health Care Bill, 2013 was moved by the Ministry of Health.</div>
<div style="text-align: justify;">
• The Mental Health Care Bill, 2013 states that the acts of suicide will not be criminalized. </div>
<div style="text-align: justify;">
•
All those who attempt suicide will be considered as mentally ill until
and unless proven otherwise. Therefore, people who attempt suicide will
be exempted from the present provisions of Section 309 of Indian Penal
Code.</div>
<div style="text-align: justify;">
• In the Section 124 of the Mental Health Care Bill, 2013, it
is stated that, “Notwithstanding anything contained in Section 309 of
the IPC, any person who attempts suicide shall be presumed, unless
proved otherwise, to be suffering from mental illness at the time of the
bid and shall not be liable to punishment under the said Section.”</div>
<div style="text-align: justify;">
•
The bill makes it clear that act of suicide as well as mental health of
a person who commits suicide, are inseparably linked and so these two
should be seen in unison. </div>
<div style="text-align: justify;">
• The bill lays down organised provision for treatment of people who commit suicide. </div>
<div style="text-align: justify;">
•
The bill seeks to offer proper mental care for people with mental
illness. It also seeks to protect, promote as well as fulfill rights of
people attempting suicide, during the delivery of healthcare services
related to mental health. </div>
<div style="text-align: justify;">
• It is for the first time that the Union
Government of India came up with the rights based on the approach in
mental health law.</div>
<div style="text-align: justify;">
• The amendment to Criminal Law would be moved
separately by the Law Commission and this would eventually be affected
by the Home Ministry. </div>
<div style="text-align: justify;">
• After it is passed in the Lok Sabha and assented by the President of India, it will replace the Mental Health Act of 1987.</div>
<div style="text-align: justify;">
• The new bill ensures various rights to the mentally ill people, which range from right to privacy and right to dignity. </div>
<div style="text-align: justify;">
•
The bill also prohibits inhuman practices such as electro convulsive
therapy without anesthesia, chaining and tonsuring of heads as well as
sterilisation as a treatment for illness.</div>
<div style="text-align: justify;">
• Stringent penalties are
proposed for the ones found running unregistered mental health care
establishments. The fine ranges from 50000 Rupees to 5 lakh Rupees
depending on the frequency of the offence. </div>
<div style="text-align: justify;">
• The bill seeks to
regulate private as well as public mental healthcare sectors as well as
establish a mental health system integrated into various levels of
general healthcare. </div>
<div style="text-align: justify;">
• The bill provides for Advance Directive to be furnished in writing by the person, without the basis of mental illness. </div>
<div style="text-align: justify;">
• The bill also provides for registration of the Mental Board to be set up by the government at both central and state levels. </div>
<div style="text-align: justify;">
•
The bill provides for Central Mental Health Authority and State Mental
Health Authority together with the Mental Health Review Commission for
regulating the sector and registering the institutions. </div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
It is
important to note that the Mental Health Care Bill, 2013 completed the
gap in mental health law in India after it ratified the UN Convention on
the Rights of Persons with Disabilities, which requires it to harmonise
the laws with the ones present across the world. This convention was
signed on 1 October 2007 and came into force on 3 May 2008. </div>
<div style="text-align: justify;">
<br /></div>
<strong><div style="text-align: justify;">
<strong>What was the Mental Health Act of 1987?</strong></div>
</strong><div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The
aim of the Mental Health Act of 1987 is to consolidate and amend the
law relating to the treatment and care of mentally ill person, to make
better provisions with respect to their property and affairs and for
matters connected therewith or incidental thereto.</div>

<br />
<div style="text-align: justify;">
<span style="font-family: 'Trebuchet MS', sans-serif;">The Ministry of Home Affairs (MHA) asked all the state governments in
India for establishing the fund as well as formulating the scheme for
the purpose of providing compensation to the crime victims. The
compensation would be given to the crime victims who suffered injury or
loss due to crime. The Ministry of Home Affairs declared that the action
was aimed for providing help to victims of all sorts of crimes,
especially acid attack victims. </span></div>
<span style="font-family: Trebuchet MS, sans-serif;"><div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The MHA Advisory declared that
all the state governments as well as UT administration was required to
prepare the scheme for facilitating funds for providing compensation to
the victims or dependents of the victims. For the purpose of finalising
the scheme, the consultation of Union Government of India could be
taken. MHA, in the meanwhile, also declared that draft scheme need to be
prepared within a time period of just 4 weeks.</div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
It is important
to note that in the month of March 2013, the Supreme Court of India has
also directed all the courts of India to ensure the decisions on the
aspects of compensation in the criminal cases. </div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The MHA explained
that in assault cases primarily, the offender remains untraced.
Therefore, it was necessary that the victim or the family should receive
the award of compensation by applying to the State or District Legal
Service Authority (DLSA). The DLSA thereafter will complete the process
of inquiry within the time period of just 2 months and then award the
compensation. </div>
<div style="text-align: justify;">
<br /></div>
<div style="text-align: justify;">
The DLSA or the state legal service authority will
decide the amount of compensation once the recommendation of the
compensation is made by the court.</div>
