UN Secretary General, Ban Ki-moon on 22 August 2013 called for a
thorough and prompt investigation into the allegations of the Chemical
Weapons use in Syria. Ban KI-moon has asked Syrian Government to allow
United Nation to investigate the allegations without any delay. The
Security Council also made on announcement that it needs clarity on the
latest allegations of use of chemical weapons in Syria.
UN has
also decided to send Angela Kane, Disarmament Chief of UN to Damascus to
initiate investigations into the allegations. Claiming use of chemical
weapons anywhere, by anyone, under any circumstance as violation of
international law and a crime against humanity, United Nations warned
Bashar al-Assad's government of serious consequences if use of chemical
weapons was proved
1993 Chemical Weapons Convention
The
Convention on the Prohibition of the Development, Production,
Stockpiling and Use of Chemical Weapons and on their Destruction (the
'CWC', or the 'Convention') aims to eliminate an entire category of
weapons of mass destruction by prohibiting the development, production,
acquisition, stockpiling, retention, transfer or use of chemical weapons
by States Parties.
The International treaty prohibits the use of
biological and chemical weapons in the warfare. The Protocol for the
Prohibition of the Use in War of Asphyxiating, Poisonous or other Gases,
and the Bacteriological Methods of Warfare, or the Geneva Convention is
this International Treaty. This was signed into an International Law at
Geneva on 17 June 1925. This came into force on 8 February 1928. The
treaty states that the biological and chemical weapons are justly
condemned by the general opinion of the civilised world.
Apart
from United Nations, US President Barack Obama has also ordered
intelligence of US to probe into the chemical weapon attack on civilians
by Syrian forces.
Indian Stand
India
has put forward grave concerns towards the allegations of use of
chemical weapons in Syria stressing upon the adhering international
norms against the use of chemical weapons.
Union Government has
called on for complete destruction and elimination of chemical weapons
across the world and said pending their elimination, it is vitally
important to ensure safe and secured custody of chemical stockpiles and
prevent their access to terrorists and non-state actors.
