Ministry of Road, Transport and Highways in Month of June 2013 has
proposed a variety of changes in the toll rules so as to make highways
safe and to protect the interest of commuters.
The government in a move to discourage running of overloaded vehicles on highways, has come up with at least 3-4 fold increase in penalty besides unloading of extra weight once such violations are caught. A proposal has came from the government according to which tolling should not be allowed until work is 100% complete on roads which are being widened to 4-lanes.
As per the senior ministry official, now it has been made mandatory that that all concessionaires building roads on PPP must have weight-in-motion bridges to detect such violations.
The tolling on roads has been widened to 4-lane which has come as a huge relief. National Highways Authority of India (NHAI) issues provisional completion certificate to allow developers to collect toll even when 70% of a project is completed.
