The Union Cabinet of India on 4 June 2013 gave its approval for
establishment of permanent benches of the Karnataka High Court at
Dharwad and Gulbarga Districts in Karnataka.
Establishment of these permanent benches will help in better access for justice to litigants of the Districts, which are covered under the Dharwad and Gulbarga Benches. These benches will also facilitate speedy disposal of cases with the reduction in pendency in High Court.
The Requisite infrastructure facilities have been created by the State Government for establishment of the permanent benches. At present, the judges of these benches are sitting at the Circuit Benches on a rotational basis for one month.
In Karnataka, the Principal Bench is situated at Bangalore. Two circuit Benches were notified at Dharwad and Gulbarga. These Circuit Benches have been functional since 7 July 2008. Karnataka sanctioned strength of 41 Judges in 2008. This strength increased to 50 judges with effect from 30 November 2009.
For proper functioning of Circuit Benches, the Government of Karnataka constructed new buildings by providing 108.24 crore Rupees as well as 79.65 crore Rupees for construction at Dharwad and Gulbarga respectively.
Proposal for making the Circuit Benches permanent received approval from both the State Government and Chief Justice of the High Court.
